Chuck Hagel Being Vetted for State, Defense

Former Sen. Chuck Hagel, a Republican from Nebraska, is being considered for either Secretary of Defense or State, Foreign Policy reports.

Hagel currently co-chairs President Obama?s Intelligence Advisory Board, an independent group that advises the president on the intelligence community. If nominated, Hagel would be the lone Republican in the Obama administration, as Transportation Secretary Ray LaHood is expected leave.

The White House and Hagel?s office declined to comment to FP.

Hagel has been critical of the current Republican Party since leaving office in 2008, even backing Democratic Senate candidate Bob Kerrey in this cycle. In 2008, Hagel traveled to Iraq with then-Sen. Obama during the presidential election.

?Now the Republican Party is in the hands of the right, I would say the extreme right, more than ever before,? Hagel told?FP in a previous interview. ?You've got a Republican Party that is having difficulty facing up to the fact that if you look at what happened during the first 8 years of the century, it was under Republican direction.?

Hagel is currently a professor at Georgetown University, teaching at the Walsh School of Foreign Relations.

U.N. Ambassador Susan Rice and Senate Foreign Relations Chairman John Kerry, D-Mass., have also been named as possible successors to Secretary of State Hillary Rodham Clinton. However, Rice has been under attack by Republicans in recent weeks for her role in the administration's response to the Sept. 11 terrorist attack in Libya that killed four Americans.

Cyber security pioneer predicts Apple?s closed philosophy will end its dominance

In an interview with Reuters, cyber security expert and Kaspersky Lab CEO Eugene Kaspersky said that Apple (AAPL) won?t be able to sustain its growth following its closed philosophy. The Cupertino-based company is known for its tight integration of hardware and software throughout its computer, music, smartphone and tablet line of devices. Despite this, Apple has seen great success and at one point cornered the music, mobile and tablet market. In recent times, however, the iPhone?maker has lost market share from increased competition from both Google (GOOG) and Microsoft (MSFT).

?Now I think it is time for open systems like Android,? Kaspersky said. ?I?m sure that Apple will lose their market share.?

The security guru notes that the idea that Macs are unable to get viruses is long behind us, as we have seen from this year?s massive Flashback trojan that affected more than half a million Apple computers. He claims that Macs are actually more vulnerable than PCs, however due to its smaller market share, hackers instead focus on Windows.

Kaspersky also acknowledged that an increasing number of cyber criminals are entering the mobile space and are attacking the most popular operating system, which is Android. He goes on to say that Android is on the path of following Windows, however just because it is an open operating system doesn?t mean it will be more vulnerable to hackers.

?The open systems, of course they are more vulnerable because it is easier to affect them,? Kaspersky explained. ?But at the same time it is much easier to develop the true end point security for these systems.?

Family's economic situation influences brain function in children

ScienceDaily (Nov. 28, 2012) ? Children of low socioeconomic status work harder to filter out irrelevant environmental information than those from a high-income background because of learned differences in what they pay attention to, according to new research published in the open access journal Frontiers in Human Neuroscience.

Numerous studies in the past few years have begun to reveal how poverty affects brain development and function. In 2008, Amedeo D'Angiulli of Carleton University in Ottawa, Canada and his colleagues used electroencephalography (EEG) to measure the brain wave patterns associated with an auditory selective attention task in children of high and low socioeconomic status (SES).

They found that the two groups of children exhibited differences in theta brain waves in the frontal lobe, which plays an important role in attention. This suggested that each group of children recruits different neural mechanisms for this particular type of task, and that the lower SES children allocate additional resources to attending to irrelevant information.

"Socioeconomic environment shapes the way our neurocognitive functions develop in childhood and influence the way we learn to process information when we are adults so that we can be well adapted in a certain specific type of social environment," says D'Angiulli.

For their latest study, D'Angiulli and his colleagues recruited 28 children aged 12-14 from two schools in neighborhoods of disparate socioeconomic status. One of them was attended predominantly by children from a high income background, and the other largely by children from a low income background.

The researchers performed the study at the schools during an ordinary school day. Working in a mobile lab -- a van equipped with all the apparatus needed -- they took saliva samples from the participants throughout the day, to measure changes in the levels of the stress hormone cortisol, and asked them to complete three questionnaires about their emotional and motivational state, at different times.

In the afternoon, the participants' brain waves were recorded while they performed a task in which they heard different sounds being played simultaneously into both ears, and were required to press a button as fast as possible when they heard one particular sound.

There were no significant differences between the two groups in the accuracy or reaction time during the task. The researchers did, however, observe differences in brain wave patterns between the two groups. Higher SES children exhibited far larger theta waves in response to sounds they attended to than to than those they should have ignored. In the lower SES children, however, this pattern was reversed -- the theta waves evoked by the unattended sounds were much larger than those for the attended sounds.

There were also significant differences between the two groups in the contributions of the left and right hemispheres -- lower SES children exhibited stronger theta waves in the right frontal lobe in response to attended sounds.

Overall, the lower SES children had higher cortisol levels than the higher SES children during the school day, but the differences before and after the attention task were small, suggesting that the stress response of both groups to the task was similar. And the questionnaires revealed that both groups experienced similar levels of boredom and motivation throughout the day and a similar increase of boredom before the attention task.

The findings suggest that lower SES children have to exert more cognitive control to avoid attending to irrelevant stimuli than higher SES children, and that doing so therefore requires more mental effort. This may be because they live in more threatening environments, in which it might be advantageous to pay attention to a broad range of environmental stimuli which are not unambiguous distractions, and may turn out to be important for survival.

"We are now studying how other domains that may be related to attention, such as decision-making, may differ in individuals with different socioeconomic background," says D'Angiulli.

Google launches VetNet, uses Google to link veterans with civilian jobs video

As eager as Google has been to help veterans find work in the civilian world, most of its work has been parallel to what's already going on. It's hoping to use its social networking skills from Google+ as the linchpin for a larger effort. Enter VetNet: the portal aggregates job-finding resources from Hire Heroes USA, Hiring Our Heroes and the Institute for Veterans and Military Families, using Google+ pages for program tracks that cover job hunting basics, career networking and entrepreneurial courses. Former soldiers will logically need to sign in, but they'll get access to video discussions through Hangouts, a Google Calendar for events and, naturally, a place to connect with fellow vets. The VetNet hub is already live; if transitioning to work outside the armed forces feels like too much of a solitary pursuit so far, the service could be a prime opportunity.

Why Dr. Oz doesn't drink coffee in the morning

NEW YORK (TheWrap.com) - Dr. Mehmet Oz - television star, Oprah prot?g? and the world's most famous heart surgeon - believes in having a strict morning routine.

The good doctor said at Business Insider's Ignition conference on Wednesday that he is a creature of habit. He wakes up at 6:30 a.m. every day and kicks off the early hours with six to seven minutes of yoga. That's enough time for a "quick sun salutation," Oz said.

One thing that is missing from his breakfast of Greek yogurt and fruit is any kind of caffeinated pick-me-up.

Oz said he shuns coffee for a very simple reason. "It makes you go to the bathroom."

That may be fine when he's in the studio taping an episode of "The Dr. Oz Show," he said, but it's a big problem when he's elbows deep in a heart-transplant patient.

Of course, with his mile-a-minute patter and varied medical and media interests, one thing the good doctor doesn't seem to suffer from a lack of stimulants.

In late October, the Detroit Tigers were preparing to face off against the San Francisco Giants in Major League Baseball?s World Series. In 2002 and 2003, the Tigers had two of the worst seasons in baseball history, losing a combined 225 games. But through years of calculated decision making and negotiations, team president Dave Dombrowski and his staff rebuilt the team from the ground up, writes Noah Trister of the Associated Press.

Following the disastrous 2002 and 2003 seasons, the Tigers scored what turned out to be a major coup, choosing pitcher Justin Verlander in the MLB draft. According to Trister, Verlander became ?a foundation for everything the team is accomplishing now.? Verlander went on to pitch a complete-game shutout in the 2012 American League Division Series (ALDS) against the Oakland Athletics.

In 2005, Dombrowski brought in a new team manager, Jim Leyland, who took the Tigers all the way to the 2006 World Series, where they lost to the St. Louis Cardinals. ?At that time,? reflected Dombrowski, ?you were trying to add talent to get you over the hump and keep you out of the way.?

The 2007 season was a disappointing one for Tigers fans, with the team winning only 88 games. But the franchise made long-term strides, recruiting several soon-to-be key players through the draft and trades. In the most notable deal, Dombrowski traded six players to the Florida Marlins in exchange for ace hitter Miguel Cabrera and pitcher Dontrelle Willis. Speaking of Cabrera, Dombrowski told Trister that the Tigers knew they were ?getting somebody that was an All-Star player, young, and still had his prime ahead of him.? To lock in Cabrera, the Tigers extended his contract through 2015.

2008 was another disappointing season, with Cabrera failing to live up to expectations, but the Tigers did add two more players who would turn out to be long-term assets: catcher Alex Avila and outfielder Andy Dirks. The Tigers improved in the 2009 season but lost the American League (AL) Central title to the Minnesota Twins. That year, in a somewhat risky three-team deal with the New York Yankees and the Arizona Diamondbacks, Dombrowski swapped Tigers fan favorite Curtis Granderson and pitcher Edwin Jackson for four players, including pitcher Max Scherzer and outfielder Austin Jackson. Both players went on to make strong contributions in the 2012 season that helped launch the Tigers into the World Series.

More smart draft picks and trades in 2010 and 2011, including outfielder Delmon Young, helped the Tigers reach the ALCS, which the team lost to the Texas Rangers. Young, the Tigers? designated hitter, went on to be named ALCS?s MVP in 2012.

The Tigers made a bold move in January 2012, signing slugger and first basemen Prince Fielder to a $214 million, 9-year contract. Trister describes the deal as ?the ultimate win-now move ? owner Mike Ilitch opening his wallet to make a run at the World Series title.? As the Tigers competed with the Chicago White Sox to win their division, Dombrowski traded three players for pitcher Anibal Sanchez and second baseman Omar Infante. Both players made key contributions to the Tigers? defeat of the Yankees in the ALCS. As for Cabrera, the Tigers? gamble on him paid off in spades, as he was named the MLB?s first Triple Crown winner (the league leader in batting average, home runs, and runs batted in) in 45 years.

Dombrowski attributed his team?s success to a combination of factors: home-grown talent, free agency, and trades. The personnel decisions and negotiations made by him and his staff also illustrate that, to reach your goals (whether it?s to play in the World Series, acquire a company, or meet sales targets), you may need to engage in a series of negotiations rather than just one.

How to Handle Linked Negotiations? in the January 2005 issue of the Program on Negotiation?s?Negotiation?newsletter, Harvard Business School professor Michael Wheeler explains how negotiators in all realms succeeded at linked negotiations, or those in which your ultimate success depends on carefully timing and executing a series of negotiations.

Here?s Wheeler?s summary of his advice on managing linked negotiations:

Don?t assume you must nail down one deal before starting the next.

  • Look for hedging opportunities. For instance, if a person sells his current boat before finding a good replacement, he can rent something else for the summer.

Invest most of your effort in the area upon which your ultimate success hinges.

  • Usually one negotiation will have a bigger upside than the other.

Craft a strategy that allows you to adapt as the process unfolds.

  • If you?ve done your homework carefully, you?ll be better prepared to grab opportunities that you might not have foreseen.

Ore. girl, 7, is medical marijuana patient

PORTLAND, Ore. - A 7-year-old girl suffering from leukemia has become one of Oregon's youngest medical marijuana patients.

Mykayla Comstock's?mother credits the drug with helping put the cancer into remission.

But her father, worried about the effects of the drug on her brain development, alerted child welfare officials to the treatment.

Mykayla was diagnosed with leukemia last spring and the marijuana eases the effects of chemotherapy, according to her mother.?The girl takes a gram of cannabis oil daily, The Oregonian?reported.

"First you get hungry," Mykayla told the paper. "Then you get really funny, and then you get tired."

Her mother,?Erin Purchase, 25, administers Mykayla's cannabis with the help of her boyfriend.

Mykayla's mother credits the drug for the leukemia's remission.

"As a mother, I am going to try anything before she can potentially fall on the other side," said Erin Purchase, 25, who administers Mykayla's cannabis together with her boyfriend.

Mykayla's father, who is divorced from the girl's mother and lives in North Dakota, contacted child welfare officials, police and her oncologist.

Jesse Comstock said his concerns were prompted by a visit with Mykayla in August.

"She was stoned out of her mind," said Comstock, 26. "All she wanted to do was lay on the bed and play video games."

Comstock pays child support to Purchase and covers Mykayla's health insurance, the paper reported.

Oregon law requires no monitoring of a child's medical marijuana use by a pediatrician.?

Three states will decide on Tuesday whether to take the unprecedented step of legalizing marijuana. NBC's Pete Williams reports.

Comstock, who says he used pot in the past, told the paper that he doesn't object to people over 16 using medical marijuana. But he worries about his daughter's well-being and the potential for addiction.

"She's not terminally ill," Comstock said. "She is going to get over this, and with all this pot, they are going to hinder her brain growth.

Purchase believes marijuana heals, and also credits the drug for curing her stepfather's skin cancer.?She herself is an Oregon medical marijuana patient.

"She's like she was before," she said of Mykayla. "She's a normal kid."

Rebecca Joan Milburn Huff passed from this life and entered into the arms of Jesus on Wednesday, November 20, 2012 at her home.? Funeral services are set for 10:30 AM, Tuesday, November 27, 2012 in the chapel of Fry & Gibbs Funeral Home with Rev. Mike Fortenberry officiating.? Burial will be in Evergreen Cemetery.? The family will receive friends from 6:00-7:00 PM, Monday evening at the funeral home.? Fry & Gibbs Funeral Home has charge of the arrangements.

Becky Huff was born March 4, 1956 in Memphis, Tennessee to Gerald and Jeanette Milburn.? The family later moved to Hugo, Oklahoma where Becky spent her childhood and teenage years.? She was a graduate of Hugo High School and later received her Bachelors Degree in Education and her Masters Degree in Special Education both from Southeastern Oklahoma State University.? Becky spent her career teaching children with special needs.? She retired on October 2, 2002 from teaching after 25 years.? After retirement she enjoyed being at home and involved herself in her children and grandchildren.

She was preceded in death by her grandparents and is survived by her daughters, Landyn Huff LaBrozzi and husband, Joe of Houston, Texas and Larsyn Huff of Paris, Texas; her father Gerald Milburn of Hugo, Oklahoma; her mother Jeanette Griffiths of Rochester Kent, England; sister Jana Wyrick of Durant, Oklahoma; brother Robert Griffiths, an uncle Howard Milburn; an aunt Joetta Capps; and three beautiful granddaughters, Ava Penn, Addisyn LaBrozzi and Aubriella LaBrozzi all of Houston, Texas.

Raymond Edgar Kendall, 74, a devoted husband, father and grandfather, went to his heavenly home on Friday, Nov. 23, 2012, at Paris Regional Medical Center.

A celebration of his life will be held at 2:00 p.m. Tuesday, November 27th, at Victory Baptist Church with Bro. Curtis Blake and Bro. D. J. Harris officiating. Burial, with Masonic Rites, will follow in Evergreen Cemetery. The family will receive friends from 6:30 p.m. ? 7:30 p.m. Monday at Bright-Holland Funeral Home.

Raymond was born Aug. 14, 1938, to Edgar & Cecil Kendall in Guthrie, OK. He married Barbara Sue Friend Morrell on April 22, 1989 in Oklahoma City, OK. They lived on his home place in Guthrie where he raised cattle until they moved to Paris following his retirement from Macklanburg-Duncan in Oklahoma City. When in Guthrie he was a member of the Oddfellows & Liberty Baptist Church. He later transferred his membership to Victory Baptist Church. He was also a member of the Masonic Lodge in Paris.

Survivors include his wife, Barbara, children; Susan & Gerald Stephens, Gerry & Janice Morrell, Don & Cindy Morrell, and Tammy Morrell all of Paris, grandchildren; Rob & Nicole Brown of Austin, Scott Brown of Paris, Neeley & Erik Armstrong of Rockwall, Jeremy Morrell of Bogota, Columbia, Paige Morrell of Dallas and Angela Morrell of Ft. Worth, great granddaughter; Lexi Brown of Austin, sister; Louise Rogers of Guthrie, OK, brother; Jim Kendall of Indonesia, nieces; Christina Kelley & Deborah Smedley both of Guthrie, OK, cousins; John & Steve Kendall both of Guthrie, OK along with a plethora of friends.

Raymond enjoyed telling ?people stories?; usually about people he had known long ago. He will be dearly missed by his wife, children, grandchildren, church family and friends.

Virgie Basham Ruthart, 91, of Paris, passed away Friday, November 23, 2012.

Services are scheduled for 10:00 a.m. Monday, Nov. 26th, at Bright-Holland Funeral Home with Rev. Bill Dickey officiating. Burial will follow in Evergreen Cemetery. Mrs. Ruthart will lie in repose at the funeral home throughout the weekend. No formal visitation is scheduled.

Mrs. Ruthart, the daughter of James & Annie King Basham, was born June 25, 1921, in Red River County.

She worked for Collins Radio in Dallas and then Texas Furniture here in Paris for a number of years. Later she was a caregiver, sitting with the elderly. She was a member of Glory Baptist Church for many years and most recently of New Hope Baptist Church.

On Dec. 7, 1940, she married W. G. ?Shike? Ruthart, building fifty years of family and memories before his death on April 3, 1991. She was also preceded in death by three grandchildren, Brindy, Brittan & Noah Ruthart, four brothers, Joe Basham, Boyd Basham, Ollie Basham and Charlie Basham, and three sisters, Nancy Mattison, Jennie Mae Hannabas and Cora Lee Basham.

Survivors include her son, Brett Ruthart & wife Wendy of Paris, a grandson, Carson Ruthart, along with many nieces, nephews,? extended family members and a host of friends.

Clear Statement by DOJ Demonstrates VAWA and Restraining ...

The following makes it crystal clear that the US Department of Justice policy does indeed have a war on men and fathers. Starting from the ideological premise that men are inherent batterers and woman victims the DOJ concludes that any incidence of reporting that runs contrary to this policy? should be "presented with sufficient evidence to confirm the correct designation of victims and their abusers." In other words, the outcome should conform with the preconcieved idea that men are guilty and women innocent. Thanks for Tami Pepperman to bringing this to our attention.

Although some sociological research [202] based on self-reporting finds equal rates of male and female partner conflict (including mostly minor physical assaults), behavior that is likely to violate most state and federal criminal and civil (protective order) statutes is typically perpetrated by males. [153]

Perpetrators that come to the attention of the criminal justice system are overwhelmingly male. For example, 86 percent of abusers brought to court for restraining orders in Massachusetts were male, [2] as were those arrested for domestic violence in California [228] and Charlotte, N.C. (as much as 97.4 percent for the most serious cases). [68] In Rhode Island, 92 percent of abusers placed on probation for domestic violence were male. [68, 141] A Cincinnati court study found 86.5 percent of 2,670 misdemeanor domestic violence court defendants to be male. [11] The overwhelming majority of their victims were women: 84 percent in both Charlotte, N.C., [68] and Berkeley, Calif. [228] The 2000 NIBRS multistate study found that 81 percent of the suspects were male and their victims were female. [117]

Jurisdictions with higher numbers of female suspects and male victims usually include higher numbers of non-intimate family violence cases. [139, 196] The latter typically involve older victims and their adult children perpetrators. A study of elder abuse across the state of Rhode Island, for example, found that two-thirds of elder female victims were abused by family members as opposed to intimate partners, including 46.2 percent by adult sons and 26.9 percent by adult daughters, 8.6 percent by grandsons and 1.6 percent by granddaughters. [139]

Implications for Law Enforcement

If the ratio of male to female suspects and victims differs substantially from those found above, departments should be alert to potential gender bias in their response to domestic violence. Ongoing training and supervision can address overrepresentation of female versus male arrests. (Research basis: Multiple studies of abusers and their victims brought to the attention of the criminal justice system [including civil protective orders] confirm the gender ratio as opposed to studies focusing on non-intimate and family conflict.)

Implications for Prosecutors

Prosecutors should be alert to gender bias in the response of local law enforcement agencies and re-screen cases if the percentage of female suspects accused of abusing male victims exceeds that commonly found across the nation. (Research basis: Multiple studies of abusers and their victims brought to the attention of the criminal justice system [including civil protective orders] confirm the gender ratio as opposed to studies focusing on non-intimate and family conflict.)

Implications for Judges

If, upon reviewing domestic violence dockets, judges find much higher rates of female-on-male abuse cases than those typically found across the country as a whole, they should be alert to potential gender bias on the part of police and/or prosecutors and ensure that they are presented with sufficient evidence to confirm the correct designation of victims and their abusers. Bajaj Finance seeks Sebi approval for Rs 750 cr rights issue | Firstpost

Mumbai: Non-banking finance company Bajaj Finance has sought market regulator Sebi?s approval to raise up to Rs 750 crore through a rights issue.

Issue of equity shares on a rights basis to its existing equity shareholders would aggregate up to Rs 750 crore, draft prospectus filed by Bajaj Finance with Sebi showed. In rights issue, shares are issued to existing investors as per their holding at pre-determined price and ratio.

The company plans to use the proceeds of the issue for strengthening its capital base. ?We intend to invest the funds in high quality interest bearing liquid instruments including investment in money market mutual funds, deposits with banks and other interest/premium bearing securities for the necessary duration,? Bajaj Finance said.

JM Financial Institutional Securities is acting as lead mangers to the issue, while Karvy Computershare is the registrar.

Bajaj Finance, a subsidiary of Bajaj Finserv, is engaged in the buiness of consumer finance, SME finance and commercial lending.

Earlier in August, Sebi had given its go-ahead to Bajaj Finserv to raise up to Rs 1,000 crore through rights issue. Shares of Bajaj Finance today surged by 2.62 percent to settle at Rs 1,362.05 apiece on the NSE.

A funny, tender and mostly unsentimentalized movie about physical and emotional triumph.

Forced to do all his acting with his face, Hawkes displays the kind of camera-arresting capability that has earned others Oscar nominations.

This is a crowd-pleaser of the finest sort.

Using only his tilted head, his eyes, nose, and mouth and that quizzical voice, Hawkes brings O'Brien to life.

It's funny and well-meaning, with great performances, but the story plays out more like an Afterschool Special with full-frontal nudity.

Raw, unrestrained and sympathetic without giving in to melodrama, 'The Sessions' is about a man facing a physical challenge who decides he wants to become intimate with a woman.

An intelligent, funny, insightful film that offers a frank examination of sex. It's not prurient or titillating, just truthful.

A remarkable actor, John Hawkes, gives a remarkable performance as a remarkable character.

Surprisingly funny and touching.

Presents the sensitive O'Brien as a brave, funny, unselfish and unlikely romantic-fantasy dream hero for disappointed, weary or jaded older female moviegoers.

The uplifting struggle for living a life of dignity for paralyzed from the neck down polio victim Mark O'Brien.

The sex scenes are frank and explicit, but never cheap and exploitative. (Yes, they get naked. Grow up.) The nudity isn't airbrushed pin-up perfection, but raw and real - and all the more lovely and moving because of it.

Taking the good with the bad, this isn't a terrible movie, though it is being rather overhyped. I found myself laughing a lot and enjoying the transformations the actors go through, but an unengaging story only serves to drag it down.

A film, inspired by the life of the late poet-journalist Mark O'Brien, that celebrates the relationship between physical and emotional intimacy.

Not just another weepy drama of overcoming odds, a My Left Foot with a different appendage. The Sessions is often brazenly funny, not from shocking dialogue but characters reacting the way people do, especially with such a flustering subject as sex.

an unusually frank and frequently humorous meditation on the transformative power of connection

Take away the nudity and the frank sex talk and you'd pretty much be left with a high-minded TV movie -- with unusually good actors.

Hunt's tangible disregard for false modesty does justice to the misunderstood surrogacy profession, while Hawkes' committed yet matter-of-fact portrayal of O'Brien masterfully avoids theatricality or sappy heartstring tugging.

Lewin has never had talent like Hawkes, Hunt, and Macy as his instruments before, and he makes the best of them.

Popular sex therapist Dr. Ruth once said that sexual surrogates are "illegal." The Sessions makes them mainstream.

An adult film that approaches the serious subject of sex with refreshingly explicit honesty.

The honest performances and assured direction makes The Sessions an extremely accomplished film that celebrates sexuality.

John Hawkes and Helen Hunt generate an endearing chemistry, here, turning in a couple of virtuoso performances deserving of serious consideration come Oscar season.

Writer-director Ben Lewin has made the decision to position the film somewhere between the comedic and dramatic genres.... and it works.

Australian veteran writer/director Ben Lewin (The Dunera Boys) delivers a heartfelt gem that is as moving as it is unassuming. It easily chimes in as one of the films of the year.
